depends on your budget and what you're looking to do with the car. rebuilding the t-25 in most cases can cost as much as getting a new 16g. but there are other costs that can, but not always true, occur with getting a 16g.
i.e. new injectors to support pushing fuel to the bigger turbo, new fuel pump, 16g install kit - hacker/tweaker kit (a must to put the turbo on), and depending on how hard you drive the car, a front mount intercooler, and a boost controller.
most people run 16g's successfully without having to upgrade anything because they don't drive hard.

Turbochargers.com is selling all variants of the MHI 16 for around $459 right now which is the best price I've seen. I think if you ran it at low boost then you could wait on fuel upgrades. If your stock one is not doing anything wierd though and you don't care about upgrading right now then why not just wait until it blows or something...

also think about this, most rebuilt units don't last too long, and for another $100 or so you can get a new factory Mitsubishi 16g I would go that route, I also would run a good used unit over a rebuilt turbo anyday.
AND ALWAYS BUY A NEW OIL FEED LINE AND NEW GASKETS WHEN INSTALLING ANY TURBO!!!!
I sent a shop two rear turbos for a 3kgt the other day, they kept going bad in a few miles....I said, no way thats possible, they faxed me an invoice for the new lines they bought, ok so I sent them one more, same thing. No way send me pictures of the oil feed line installed, they had the banjo fitting going into a blind hole in the block (where a lift bracket was supposed to be!!!)
