Having a muffler shop is almost always cheapest but some good, quiet high quality bolt-ons are Greddy ES (don't know if they still make those), Apexi WS, or RSR.

I had a welded on Apexi N1 and I hated it so I went with the WS cat-back and its nice and quiet. Never had a GReddy exhaust though..

i'd go with a thermal research and developement.... yes i'm a big promoter of their exhaust systems. they just look, sound, and perform so nice.
the NA cars are naturally louder than a turbo car. that's just because of the higher compression. but the TR&D systems are made in california, so they know that it needs to be under a certain dB limit. they have a nice purr at idle, and a nice medium growl at WOT.

well i had an obx muffler and i had the resonater on and it wasnt very loud at all... i would get pulled over for windows, but i would just show them my ticket so they would find something else to give me a ticket for. so would it be better if i just got the whole cat back system

yes. you'll be getting the performance of the catback system, and plus they're not illegal.
refer back to my post on the exhaust systems where i posted the CHP regs.
