I guess if there was enough crud in there to block off some tubes it would deffinetly increase the flow through the IC. But the main thing it should do is let the IC work. It's a simple heat exchanger. Heat is exchanged from the hot pressurized air inside to the aluminum and then to the outside air. If there's a nice caked on layer of crud between the air and aluminum, it can't do it's job.
